The state Department of Environmental Protection levied the fine against Advanced Disposal Solutions. The Philadelphia-based company purchased Chicago-based Veolia Environmental Services in November 2012.
DEP said that on Nov. 1, 2012, Veolia placed leachate tanks and a leachate handling system into service at the landfill without properly installing, certifying and testing the system according to regulations.
