Chambersburg Tire Recycling was founded in 2006 to remove about 750,000 area tires. Between 2007 and 2010, the DEP alleges that the company failed to follow the Consent Order and Agreement it had signed to begin accepting and processing tires. An updated COA was signed in 2010, and by 2013, the DEP reports that CTR did not follow an order issued by the DEP to remove tires from the site, leading to the decision to revoke the permit.
