• Black Hawk County in Iowa is being requested to let the county's Solid Waste Management Commission borrow $6 million in funding for landfill construction projects.
• The request for the loan comes on the heels of local communities getting $20 million from the commission to spend however they pleased.

Dive Insight:

In 2002, the commission approved a plan that would distribute $2 million every year over 15 years to municipalities that were owners of the landfill. While the members voted to cease distribution in 2011, the reserves were already depleted. The Solid Waste Management Commission will pay down the debt borrowed with landfill fees, including $200,000 which will be accrued as interest.
