The new mandatory land fee replaces a previous policy that allowed Bismarck residents to unload their smaller, non-commercial garbage for free.
Chuck Belisle who was doing a remodeling project Saturday, found the whole process inefficient and said he was very frustrated. “I had two pickup loads to take out. There were 80 to 100 vehicles lined up. People were walking around while they waited.The line went almost a mile from the landfill to to nearly Divide (Avenue),” he said.
He turned around Saturday and took his loads out Monday instead, where he found another long line. He said many like him also turned around with their trash. “I took the work day off to do this,” Belisle said Monday morning. ...
