• The board of health in Jefferson County, Ohio, unanimously approved an operating license for Apex Sanitary Landfill in 2014.
• The approval comes with conditions: the Ohio EPA will require an odor management plan and the site must use separate soil intermediate and transitional soil cover to address odor issues.
• ​Apex is contesting three out of five citations given to the landfill by the Health Department.

The Health Department received 117 complaints about odor in November. The company recently installed six gas containment wells in an effort to address the issues, and new  piping will be complete soon.
