Selectmen asked voters, Thursday, Nov. 1, to approve a Tax Increment Financing (TIF) agreement between the town of Norton and Waste Management of Massachusetts Inc. and a Payment in Lieu of Taxes (PILOT) agreement with Cygnus Energy.
