The agreement strengthens the coverage of producer responsibility in the Finnish market and brings new operators into the system. Whaleco Technology Limited, which operates Temu in Europe, is included in the arrangement.
Under the Directive, producers of certain single-use plastic products must register with an approved producer responsibility organisation and finance the collection and treatment of these products after use. In Finland, Finnish SUP Producer Group Ltd. is responsible for organising producer responsibility for balloons, fishing gear, wet wipes and tobacco products.

Under the agreement, Temu will work with Finnish SUP Producer Group Ltd. and relevant Finnish authorities in matters related to sellers’ registration, reporting and compliance under the Directive. Temu has also concluded similar agreements in other European countries, including Denmark and Estonia.
“This agreement provides sellers on our platform with a clear pathway to meeting their producer responsibility obligations under Finnish and EU legislation,” a Temu spokesperson says.
What is SUP producer responsibility?
SUP producer responsibility is based on the EU Single-Use Plastics Directive, which aims to reduce littering and environmental impacts caused by certain plastic products. Producer responsibility means that manufacturers and importers participate in covering the costs of waste management and environmental impacts of their products. Finnish SUP Producer Responsibility Organisation Ltd., established in 2022, is responsible for implementing the SUP Directive in Finland for balloons, fishing gear, wet wipes and tobacco products. The company has been approved in the producer register for these product categories.
