- Massachusetts-based Triumvirate Environmental intends to purchase a radioactive waste treatment, storage and disposal facility owned by Nuclear Source and Services located in Houston, according to permit documents that date to March.
- The facility handles containerized solid, liquid and gaseous wastes. Its storage limit is 4,000 55-gallon drum equivalents, according to Texas Commission on Environmental Quality documents.
- NSSI says its facility is one of only a few permitted hazardous waste TSDFs capable of offering storage and treatment of mixed hazardous and radioactive wastes in the country.

The deal adds a highly specialized facility to private equity-backed Triumvirate’s portfolio. The company did not respond to a request for comment.
The Houston facility offers a range of treatment processes and ships residues to permitted offsite disposal facilities. It began operations in 1971 and in 1990 it received its part B permit, a more specialized form of Resource Conservation and Recovery Act hazardous waste permit.
Triumvirate plans to retain NSSI personnel on site, according to a permit application it submitted with the TCEQ. Triumvirate is already a licensed waste transporter in Texas, it disclosed.
In July, TCEQ issued a notice that Triumvirate’s permit application for the NSSI facility was administratively complete. TCEQ subsequently launched a formal technical review of the application, after which adjacent property owners and other interested parties will be notified of an opportunity for public comment.

Triumvirate Environmental was founded in 1988, and offers a range of specialized waste treatment services. In January 2025, private equity firm Berkshire Partners acquired an unspecified stake in the company that valued it at $1.8 billion.
At the time of the investment, Triumvirate operated about 50 locations across North America, including transfer stations and TSDFs. It also had an estimated 1,600 employees. Federal data shows it operates more than 230 vehicles.
This is the company’s third confirmed transaction this year. In March, Triumvirate announced its acquisition of Environmental Waste Minimization, an environmental services company with locations in Pennsylvania and California. That deal expanded a range of services for Triumvirate, including remediation, emergency response and transportation and disposal.
Triumvirate also disclosed in its latest sustainability report that this year it acquired of Pelican Packaging, which provides full-service plastics recycling and reprocessing at facilities in Halifax, North Carolina and West Orange, Texas.
In April, Triumvirate announced it was building hazardous waste processing capabilities in Casa Grande, Arizona. The expansion of an existing site is expected to receive a RCRA Part B permit as well, and will have about 60,000 square feet of processing space. The new capabilities will integrate hazardous waste and non-hazardous waste functions; the site also has a rail spur for inbound and outbound materials. Triumvirate expects to bring the facility online this year.
The company is also investing in its Smithfield, North Carolina, facility, according to its sustainability report.
